New York Jets running back Mike Goodson, arrested last Friday for drug and weapon possession, will plead not guilty to all charges Wednesday morning at his arraignment in Morris County, N.J., his attorney said Tuesday.

Goodson informed the Jets that the handgun discovered by police in an SUV at the time of the arrest didn’t belong to him, according to his New Jersey-based attorney, Anthony J. Fusco. Goodson, whose future with the team is uncertain, met Monday morning with Jets general manager John Idzik and later with coach Rex Ryan.

Fusco said he spoke to Jets officials later Monday, reiterating that Goodson isn’t the owner of the gun.

“The gun isn’t ours,” Fusco said in a phone interview. “We’re hoping, after the prosecution does its investigation, that’s the way it plays out. I’m confident that’s what will happen. I told Mike, ‘These gun charges are very serious.’”

Goodson was arrested after 3 a.m. Friday during a traffic stop on Route 80 in New Jersey. He was charged with unlawful possession of a handgun, possession of a loaded handgun, possession of hollow-point ammunition, possession of marijuana and drug paraphernalia.

Both Goodson and the driver, Garant Evans, 31, of Roselle, N.J., were intoxicated, according to police. Goodson required medical attention at a local hospital.

Fusco said Goodson had no idea there was a gun, marijuana or drug paraphernalia in the car. He acknowledged that Goodson was drunk — he was so intoxicated that he was transported by ambulance to the hospital — but he stressed that the running back wasn’t driving the car.

Goodson is scheduled for a pre-indictment conference on June 12, according to the Morris County Superior Court. That falls on the second day of the Jets’ three-day, mandatory minicamp.

If Goodson pleads guilty or is convicted of unlawful possession of a handgun, he will be subject to the Graves Act, a New Jersey law that carries a mandatory minimum sentence of three years. There is a chance the charges could be amended.

Evans’ attorney, Joseph Afflitto, said he didn’t have any information regarding gun ownership. He wasn’t retained until Tuesday morning and hasn’t had a chance to meet with his client, who remains in custody and pleaded not guilty to all charges via video conference during Tuesday’s arraignment. Evans’ bail was reduced from $150,000 to $75,000.

The gun charge could be dropped for either Goodson or Evans if the police determine who it belonged to, but Carroll said both occupants of a vehicle still can be found guilty of charges relating to one gun or hollow-point bullets under a clause called constructive possession.

The Jets signed Goodson to a three-year, $6.9 million contract in March, envisioning him as a major contributor in their backfield. On Tuesday, owner Woody Johnson said the team still was collecting information on the case.

“We’re trying to win games and do the right thing. Truth, justice and the American way,” Johnson told reporters at the NFL owners meetings in Boston. “We live by it, we really do.”

BALTIMORE — The shaving cream was still glopped on Chris Dickerson‘s head and shoulders long after the final pitch, a tell-tale indicator that the Baltimore Orioles had finally returned to celebratory mode at Camden Yards.

Nate McLouth homered leading off the bottom of the 10th inning, Dickerson hit a pair of solo shots and the Orioles beat the New York Yankees 3-2 Tuesday night to snap a six-game losing streak.

McLouth hit a 1-1 pitch from Vidal Nuno (1-1) into the bleachers in right-center to give the Orioles their first win since May 12. Dickerson, who played sparingly for the Yankees in each of the past two seasons, connected off Phil Hughes in the third and fifth innings — the first two-homer game of his career.

For their efforts, McLouth and Dickerson each got a shaving cream pie from teammate Adam Jones during their postgame interviews. It was a fitting way to mark the end of a skid in which all six defeats came at home.

“We really needed this win,” Dickerson said. “This team continues to grind, continues to push forward even when the chips are down. Nate came up huge. This was one of those things that can turn it around.”

More On The Yankees

Asked if it was the best night of his baseball career, Dickerson quickly replied, “Absolutely. Under the circumstances, yeah. … As soon as I saw the lineup card I was already fired up, just to get the opportunity to play against them. But to go out and have that result, it was awesome.”

Jim Johnson (2-4), who blew three save opportunities during the six-game skid, got three straight outs in the 10th.

“I’m just happy about the outcome of the game,” Johnson said.

His performance capped an exceptional effort by Orioles pitchers, who retired 21 of the last 22 New York batters.

“It was nice to win, period,” manager Buck Showalter said. “Anytime, regardless of yesterday and the day before. We don’t get bogged down in that woe is me and this means that. You’ve got to keep turning the page.”

Travis Hafner drove in both runs for the Yankees, who fell to 19-1 when scoring first. Dickerson’s role in New York’s defeat did not go unnoticed by manager Joe Girardi.

“We’ve had him up a couple times and he’s done some good things for us,” he said. “He helped them tonight.”

Hughes allowed two runs and five hits in six innings. Coming off a horrid start against Seattle in which the right-hander yielded seven runs and got only two outs, Hughes kept the Orioles in check — except for Dickerson.

“I thought he did OK,” Girardi said. “He gave us a great chance to win the game.”

Both bullpens matched zeroes until Nuno threw his third pitch.

“It was supposed to be a cutter away,” the left-hander said. “It felt a little bit off and he took advantage of it. One pitch and it cost us the game. Got to forget about it and get ready to pitch tomorrow.”

Baltimore starter Miguel Gonzalez gave up two runs and five hits over seven innings, striking out five and walking none. The right-hander came off the disabled list before the game following an 18-day absence with a blister on his right thumb.

“It was fun to be out there again after two weeks being out and giving a chance to my team to win a ballgame,” Gonzalez said. “I think that was fun, especially getting ahead of guys. That was important.”

New York got a first-inning run when Brett Gardner doubled and scored on a two-out single by Hafner. Dickerson tied it with a drive to right-center on a 3-2 pitch.

The Yankees quickly moved back in front. Vernon Wells led off the fourth with a double and Hafner followed with an RBI single.

Dickerson’s second homer of the game, leading off the fifth, made it 2-all.

Gonzalez retired 11 straight batters before David Adams singled with two outs in the seventh. Lance Nix followed with a liner that right fielder Nick Markakis snagged with a dive.

Game notes
To clear a roster spot for Gonzalez, the Orioles optioned RHP Jair Jurrjens to Triple-A Norfolk. Jurrjens started one game for Baltimore, receiving a no-decision Saturday against Tampa Bay. …RHP Hiroki Kuroda will start for New York on Wednesday night in the finale of the three-game series. The Orioles will start Jason Hammel, who is 0-2 with a 7.79 ERA in three home starts. … Yankees manager Joe Girardi said SS Derek Jeter (left ankle) “is not really doing anything yet” and LHP Andy Pettitte (strained trapezius muscle) has not starting throwing. … Orioles C Matt Wieters turned 27 on Tuesday.

NEW YORK — It took 40 years for Original Six rivals Boston and New York to face off again in the playoffs.

Beantown’s Bruins seem intent on wrapping up the long-awaited get-together in a hurry.

Boston leads the series 3-0 and can advance to the conference finals as early as Thursday at Madison Square Garden. Only three NHL teams have rallied from an 0-3 hole to advance.

However, the Philadelphia Flyers did it to the Bruins in 2010 in this round.

“We can talk about it all we want, but that’s in the past,” Bruins coach Claude Julien said. “We had to live with that and we still have to live with that.”

Boston also nearly blew a 3-1 series edge in the opening round this year against Toronto, before rallying from a three-goal deficit in the third period and capturing Game 7 in overtime.

“The Toronto series, I didn’t think our team was in the zone the way it is right now,” Julien said. “I anticipate — knowing my team — that we’re going to come out the same next game and certainly not be the Jekyll and Hyde team that we were in the first round.”

The Bruins trailed 1-0 heading into the third, but Boychuk tied it with his fourth of the playoffs after he netted just one in 44 regular-season games. The Rangers hadn’t lost in regulation when leading after two periods since Feb. 4, 2010.

Boston thought it had grabbed the lead seconds before Paille scored when a shot deflected off the mask of Rangers goalie Henrik Lundqvist, popped up in the air and landed on the goal line. Lundqvist couldn’t find it before Paille swooped in from behind the net and poked in the puck.

“I thought we played a pretty strong game,” Lundqvist said, “but we came up short again and it definitely hurts.”

Taylor Pyatt had made it 1-0 in the second period for the Rangers, who were outscored 8-4 in two losses at Boston to begin the series. New York had won nine straight at home, including three in the playoffs against Washington in the first round.

Lundqvist was sharp until the third period and finished with 32 saves. He bounced back well after an uncharacteristic performance in which he allowed five goals in the Game 2 loss.

“You have to be pretty happy with the situation right now,” said Tuukka Rask, who made 23 saves for Boston. “We were really happy with our effort, I think this was our best defensive effort in a long, long time. So we just have to stay calm, keep playing our style of hockey and good things will happen.”

New York’s task is now most difficult. The Rangers were already trying to become the first NHL team ever to rebound from 0-2 holes to win consecutive series.

“You can’t look at it as you have to win four games,” Lundqvist said. “You just have to focus on the next one. The season is on the line, so you have to leave everything out there.

“We definitely have to give everything right now, mentally and physically, and put it out there on Thursday.”

The Rangers again couldn’t get their power play on track, failing in both of their chances and dropping to 0-for-10 in the series. New York has only two power-play goals in 38 opportunities during these playoffs.

Boychuk was credited with the tying goal after the puck appeared to deflect into the net off Rangers defenseman John Moore.

The game turned rougher moments later when New York forward Chris Kreider was struck under his visor by the stick of Boston’s Tyler Seguin, who was following through on a shot just inside the blue line. Seguin was then clipped in the exchange by the stick of Rangers defenseman Steve Eminger.

Shortly after, Bruins forward Patrice Bergeron had a cut over his eye that left his white jersey bloodstained. No penalties were called on any of the plays.

New York took just its second lead of the series 3:53 into the second period when Pyatt deflected in a shot by defenseman Ryan McDonagh that was fired from the blue line.

Lundqvist shined in the second, making a pad stop on Seguin 6 ½ minutes in, stretching across to knock away a drive by rookie defenseman Torey Krug — who scored in each of the first two games of the series — and then bringing the crowd to its feet with a lunging glove snare of Gregory Campbell‘s slap shot from the left circle with 8:24 remaining.

That got the Bruins even in shots (15-15) before they outshot New York 8-1 the rest of the second.

The Rangers got off to a sluggish start after losing the opening faceoff, and didn’t mount any kind of early surge fueled by the excited home crowd. New York didn’t carry the puck into the Boston end until 1:35 had elapsed.

“You have to be proud of your team,” Julien said. “The Rangers hadn’t lost here in a long time and they were extremely confident. You saw them come out with that confidence. I thought they were a much better team than they had been in Boston.

“We had to face that and we had to be better.”

The Rangers picked up their play and built a 6-1 edge in shots, including scoring opportunities on Rask. New York earned the first power play of the night, however it was as ineffective as it has been throughout the postseason.

The tide turned back to the Bruins’ favor just before the midway point in the period, starting with a partial breakaway after New York turned over the puck at the Boston blue line. Chris Kelly raced ahead with the puck and was stopped in tight by Lundqvist when he tried a backhanded shot.

Shawn Thornton was also denied when he came in alone on Lundqvist with 8:46 left in the period, and Jaromir Jagr couldn’t score, either, when he got a pair of whacks at the puck that the New York goalie turned aside.

The Bruins’ surge gave them an 8-7 edge in shots, but Boston finished the period trailing 11-9.

“We were down but we weren’t playing that poorly,” Bruins captain Zdeno Chara said of the team’s third-period mindset. “We needed to stay aggressive, try to tie the game. We just wanted to get pucks to the net. We did that and we were rewarded.”

Game notes
The Rangers didn’t yield a power-play chance for the second straight home game. … New York D Anton Stralman was injured in the second period and didn’t return. … Since Boston trailed 4-1 in Game 7 against Toronto, Rask has allowed five goals in four-plus games.

His regular job is sergeant in the New York City Police Department, working with an emergency service unit. Sergeant Kenny is also a member of a network of thousands of people from all around the country who are trained to help in disasters.

One way they do that is by taking turns responding, and by staying out of the way when they are not needed.

This month, Sergeant Kenny’s team was on deck, but other groups were ahead of them in the rotation. “Because of the amount of devastation, they decided to deploy us,” he said. “We’re up for the month. From coast to coast, California to Virginia, Florida to New York.”

Sergeant Kenny’s specific task is to help the rescue teams cope with hazardous materials; if needed, he would round up equipment or information, he said: “Get whatever they need to get the job done.” His work is a sub-speciality of urban search and recovery, the discipline needed when structures have collapsed — whether because they have been attacked by truck bombs or airplanes, or because a hurricane or tornado has ripped buildings to shreds.

In mind-boggling detail, disaster response has been refined and organized by the Federal Emergency Management Agency into the National Response Framework. It lays out roles for the National Park Service, where people are skilled at searching large areas, and for the Coast Guard, needed for water emergencies. The space agency, NASA, reports that it can offer help from “scientists, engineers, wind tunnel mechanics, facilities personnel, computer programmers, administrative specialists, health and safety professionals, environmental specialists, carpenters, plumbers, electricians and heavy equipment operators.”

The point is to get the right kinds of help to places that need it: a human Internet of necessities, able to respond to whatever. “It’s extremely well organized and well run,” Sergeant Kenny said.

Those who were in New York after the Sept. 11 attack may remember both the chaos of the relief efforts — 18-wheel tractor-trailers were lined up along 14th Street with tons of things like unsorted clothes, the rescuers working without protective gear in the smoking ruins — and also the strong tonic effect of people marshaling themselves from around the country, offering help.

After Hurricane Sandy, first graders at the Washington Irving Elementary School in Durant, Okla., ran a sock drive for children in New York who had lost their homes in the storm and needed clothes. They collected 183 socks, with a stray purple one for which a mate could not be found. Volunteers from a Baptist relief group in Oklahoma drove to Brooklyn to help dig out hurricane mud from basements, bunking at the United Community Baptist Church. Others helped along the Jersey Shore and stayed in a church in Middletown, N.J.

And so on.

The power of such human connections makes it all the more startling, and stinging, when the provision of formal government financial aid becomes grotesquely politicized. Last year, the United States senators from Oklahoma, and many Republicans in the House of Representatives, opposed federal funds to help people in New Jersey, New York and Connecticut recover from Hurricane Sandy unless other government programs were cut. Such an approach seems no less unspeakable now than it was then.

The example of the emergency responders might be instructive the next time such a dispiriting squabble breaks out. Without having to be asked twice, the responders cross state and national borders to help.

Sergeant Kenny, 50, along with many other city police officers, firefighters and, emergency medical personnel, have worked up and down the East Coast after any number of hurricanes and tropical storms; they went to Haiti after the catastrophic earthquake in 2010. In Sergeant Kenny’s case, he has been employed since 1984 by the Police Department, which he said strongly supported participation in the national program, like emergency agencies in every part of the country.

“We were doing very well, making good time,” he said by telephone from Dallas. “But there was a lot of weather here, and in Oklahoma. Heavy thunderstorms that they didn’t want to fly through.”

A few minutes later, though, they were ready to get going. Were the planes flying again?

“No, we got a vehicle, and we’re driving,” he said. “We’ll be there in three hours.”

This article has been revised to reflect the following correction:

Correction: May 21, 2013

An earlier version of this article misstated the location of a church where volunteers stayed after Hurricane Sandy. It is in Middletown, N.J., not Middleton.

But at a ceremony on Tuesday, the hall was filled not with graduates in cap and gown but by Army officers in dress uniform. They were there to signal the return of the Reserve Officers Training Corps, a program that has not operated at City College for some four decades, and which was ended when students there led a successful drive to evict it.

The most important military figure in the room, and certainly the most famous alumnus of City College’s R.O.T.C. program, was in civilian attire. Colin L. Powell, the retired general and former chairman of the Joint Chiefs of Staff in whose honor the college’s division of social sciences was recently renamed, was on hand to offer his benediction and to serve as inspiration.

Speaking from a podium where a color guard had solemnly planted a row of flags, the chancellor of the City University of New York, Matthew Goldstein, said, “The leadership program offered by Army R.O.T.C. is a perfect complement to CUNY’s own educational mission of access, excellence and service, and reinforces the very ideals of our democracy.”

Then, in a scene reminiscent of an armistice ceremony, he, Maj. Gen. Jefforey A. Smith and Dr. Lisa Staiano-Coico, the college’s president, sat at a table and passed documents back and forth, signing them with ceremonial pens as 14 cadets stood behind them in formation.

R.O.T.C. first arrived at City College, which is part of CUNY, in 1919, as a compulsory two-year program. The students of City College, who at the time were all men, did not take well to it. According to S. Willis Rudy’s history of the college, in 1925 students voted 2,092 to 342 to oppose the program. Eight years later, when the college’s president suspended classes so that everyone could attend R.O.T.C.’s military drills, 400 students protested, and 21 were eventually expelled.

In the 1950s, according to Mr. Powell’s book, “My American Journey,” City College’s R.O.T.C. program was the largest in the United States. But by 1971, with anger mounting over the Vietnam War, it had attracted so many student protests that the Faculty Senate voted to abolish the program, as did many other colleges during the same period.

R.O.T.C. cadets participate in drills and other practical exercises and take 24 credits of elective study in courses emphasizing leadership skills and military history, all as a path toward service as an officer in the Army. Those who commit to military service are eligible for scholarships and stipends. Dr. Staiano-Coico said she first heard the idea to reinstate R.O.T.C. from veterans she encountered on campus while interviewing for the college’s presidency.

One such veteran, who was on hand for the ceremony on Tuesday, was Don Gomez, who served two deployments in Iraq before coming to City College. While pursuing a degree in international studies, he started to think about how valuable a campus like his own could be to R.O.T.C. “You’d get these smart urbanized Army officers,” he said, “a more diverse Army officers corps, which, given the type of wars we’ve been fighting, would be a good thing.”

Mr. Powell said he had long been in favor of bringing R.O.T.C. back to City College and had gotten “in touch with my Army buddies,” but claimed no credit. He noted that sentiment toward R.O.T.C. programs has changed around the country, especially since President Obama ended the “don’t ask, don’t tell” policy, which had barred gay men and lesbians from serving openly in the military. Several other colleges have also invited R.O.T.C. back after long absences.

“ ‘Don’t ask, don’t tell’ went away; the wars are not the same overhang they once were,” he said. “Times have changed.”

The Faculty Senate voted by a wide majority to allow R.O.T.C. back. But three professors stood outside the ceremony holding antiwar placards, protesting what they see as the remilitarization of their school.

“Bringing back R.O.T.C. cheapens our curriculum,” said one of them, Bill Crain, a psychology professor.

Mr. Powell, a former secretary of state, passed the protesters on his way into the hall. “Don’t agree,” he said, “but you’re entitled.”

All along the Rockaway Peninsula in Queens, where Hurricane Sandy had laid waste, workers and officials are rushing to restore beaches in time for Memorial Day weekend. But while Rockaway Beach and Jacob Riis Park are slated to reopen for swimming on Saturday, one of the peninsula’s most remote – and, lately, most beloved – beaches will remain closed.

It is Fort Tilden, an expanse of sand west of Riis beach set among abandoned World War II-era fortifications, dilapidated barracks, winding paths through thickets of black pines and tall dunes topped with thick tufts of beach grass and seaside goldenrod.

The storm destroyed the dunes and left detritus scattered across the beach, leading the National Park Service, which controls Fort Tilden, to announce in February that it would not reopen this summer at all.

But those who feel a strong connection to Fort Tilden were not giving up. On Sunday, about 20 of them gathered for a volunteer cleanup effort that they hoped might lead to a speedier reopening. Some arrived by bicycle, others on a rented school bus. As a chilly rain misted across the beach they pulled on work gloves and plastic ponchos, then spread out to pick up debris.

The trip was organized by Manjari Doxey, 30, from Williamsburg, Brooklyn, who said that she spent little time at the beach while growing up in San Diego but fell in love with Fort Tilden, which she called “sacred,” the first time she visited, about three years ago.

“In New York City, it’s so hard to get close to nature,” she said Sunday morning as she rode the school bus to the beach. “But this beach is a wild, natural space.”

Michael Nagle for The New York Times Unlike some other Rockaway beaches, Fort Tilden is not to open for swimming this summer.

After Ms. Doxey heard that the beach was not expected to open, she said, she contacted park officials and found them amenable to assistance. So she spread the word that she was looking for people to join a series of trips to help clean the beach or move sand in an effort to restore the protective dunes.

Ms. Doxey said she hoped that her efforts might result in at least part of the beach opening at some point this summer. But Daphne Yun, a spokeswoman for the National Park Service, said Fort Tilden would not open again until 2014 because the dunes must be replaced and pieces of rebar and concrete had to be removed.

“There is some major cleaning that has to happen there,” she said.

On Sunday, the volunteers were greeted by a ranger who cautioned them not to try to move anything that looked dangerous. Below a gray sky, whitecap waves surged against the sand. Some familiar features of the beach remained. Old wooden pilings were still rooted in the sand and jetties of jumbled rock still extended into the Atlantic, like skeletal fingers pointing toward distant shores.

Many of the volunteers, however, found it difficult to orient themselves without the dunes.

“Before, they were like walls of sand that you walked past,” said Jason Maas, 33, an artist from Red Hook, Brooklyn. “Now all of that is gone; it’s a little bit of a shock.”

Mr. Maas and the others began combing the beach and picking up the flotsam that had accumulated, including roof shingles, beer cans, nail-studded beams and pieces of bright blue plastic foam encrusted with barnacles.

Michael Nagle for The New York Times As the whitecaps surged and the rain fell, Paige Teamey hauled away debris.

Lloyd Hicks found an orange laundry basket and turned it into a trash container. Paige Teamey had a similar idea, using a frayed piece of white fabric to haul a squarish black tub.

A walk along the shoreline showed the extent of the storm damage. Parts of a concrete roadway that had run behind the dunes was shattered into slabs that formed a patchwork path alongside a tangle of bent and uprooted trees.

But the storm also revealed parts of the park’s military past that had previously been obscured. A concrete pillbox that had been screened by trees stood visible. Further along the shore, a tunnel festooned with faded splashes of graffiti ran beneath an eroded hillock.

Down the beach, Ms. Doxey hefted an odd piece of debris, a long bamboo pole topped with a hook. Someone called it a harpoon. Somebody else likened it to Neptune’s trident.

In midafternoon, the volunteers made their last debris run, pushing a wheelbarrow weighed down with beams and boards through the sand and helping to load their cargo into the back of a pickup truck operated by rangers. Several volunteers said they would return to continue the cleanup.

“This place has been totally transformed by the storm,” said one of them, Stephen Arthur. “We can’t let it end this way.”

But Jackson turned the Nets down and insisted that he is finished coaching during an interview Tuesday with “The Dan Patrick Show.”

“Well, the Brooklyn situation is a good situation,” Jackson said during the interview.

Asked if the Nets also were willing to give him a front-office position, Jackson replied: “No, that was coaching basically. They wanted to know if I was still interested in coaching.”

Jackson laughed when asked if he was only going to coach home games and not travel.

“I didn’t even think about it,” Jackson said.

The Nets had identified Jackson, an 11-time NBA coaching champion, as their No. 1 target to replace interim coach P.J. Carlesimo, who was not retained following Brooklyn’s first-round playoff exit.

Jackson also said during the interview that he never had any contact with the Los Angeles Clippers or New York Knicks about potential jobs.

However, Jackson did admit that he had an agreement with Chris Hansen, the prospective owner of a Seattle-based franchise, to take any job in the organization that he wanted. Hansen lost his bid to relocate the Sacramento Kings to Seattle.

“I thought [Hansen] was dynamic,” Jackson said during the interview. “I thought he had great ideas. He went through the whole process of getting the arena. He did everything right except win the franchise, but his vision I could buy into. I think he had the right vision for a team.

“And he made basically the offer of take what you want to take as a job … if you want to be a consultant, if you want to be an owner, part-owner, be a consultant, you’ll work in the basketball operations side if you want to or coach. It didn’t matter to him. But we talked about a number of things that would progress the team that was going to move, which was Sacramento, which is a team that has to improve to be a significant team that’s going to stay in Sacramento.”

Prosecutors charged that the dealer, Glafira Rosales, 56, of Sands Point, N.Y., failed to disclose $12.5 million that she had earned from the sale of the works and had never reported, as required, that she had Spanish bank accounts where she had hidden much of the proceeds.

“As alleged, Glafira Rosales gave new meaning to the phrase ‘artful dodger’ by avoiding taxes on millions of dollars in income from dealing in fake artworks for fake clients,” Manhattan United States Attorney Preet Bharara said in a statement announcing Ms. Rosales’s arrest.

The case drew attention in the art world because it illustrated the vulnerability of a market where value is based on authenticity but can be difficult for experts to determine with complete precision. Dealers who sold the works, often for millions of dollars, said they believed in their authenticity even after many of their clients began to challenge those assertions.

But according to the government’s case, an apparently talented forger — or forgers — confounded the art world for years by turning out realistic-looking works said to be by masters including Jackson Pollock and Willem de Kooning. Authorities declined to comment on whether they have identified a forger, but a person briefed on the matter, who spoke on condition of anonymity because he was not authorized to comment, said the investigation is continuing and that any leads on the forgeries will be pursued.

Ms. Rosales’s lawyer, Steven R. Kartagener, said, “Glafira Rosales fully intends to defend herself against these charges and she is confident that when all the facts become known she will be vindicated.”

If convicted of all counts, Ms. Rosales faces a maximum prison term of 34 years. Under federal sentencing guidelines, she would probably receive far less. Beginning in the mid-1990s, Ms. Rosales sold most of the disputed works through the East 70th Street offices of Knoedler Company, which was at the time New York’s oldest gallery. The works, all new to the market and many said to be from a collector based in Zurich and Mexico City whom Ms. Rosales initially refused to name, were embraced by Knoedler, which sold them for millions. They became an important source of revenue for the gallery.

But then several experts called the works fake, and the F.B.I. began an investigation. In 2011, after 165 years in business, Knoedler closed and was later sued by a half-dozen clients who had bought the Rosales works.

The scandal cast a shadow over Ann Freedman, a former president of Knoedler, who has not been criminally charged but has been named in several of the lawsuits. She has maintained that the works are authentic. Her lawyer, Nicholas Gravante Jr., said the case showed no evidence otherwise.

Mr. Gravante said that if the government’s assertion that the works are fake is based on the reviews by experts cited in the civil cases, “it is not surprising that Rosales was not charged with selling fake art.”

“We have yet,” he continued, “to see a credible expert report asserting that any of the works are fake.”

The Knoedler gallery has said that, like Ms. Freedman, it never knowingly sold fakes. Charles D. Schmerler, a lawyer for the gallery, noted too that the government had also not charged Ms. Rosales with knowingly selling fakes.

Federal authorities declined to comment on the decision not to charge Ms. Rosales with anything related to the sale of counterfeits. But the complaint they filed discussed in some detail their reasons for believing them to be fake and focused on holes in her accounts of how she had obtained them from two collectors. The first collector did not exist, investigators said, and the second denied ever owning the paintings in an interview with the F.B.I. In addition, authorities said that much of the money Ms. Rosales received as the broker in the sale should have been turned over to a collector, if one existed, but instead was largely kept by her.

In presenting their charges on Tuesday, the authorities outlined the details of an international scheme they said clearly showed Ms. Rosales’s efforts to profit from counterfeiting.

Randy Leonard contributed reporting.

This article has been revised to reflect the following correction:

Correction: May 21, 2013

An earlier version of this article misstated the name of the agency to which Ms. Rosales is accused of failing to disclose a Spanish bank account. It is the Internal Revenue Service, not the Inland Revenue Service.
